On July 3, the College of Art and Design held the fourth session of its Pioneer Leadership and Role Models learning series in Lecture Hall 8 on the Hexi Campus.
The event, titled Discussing the Civil Service Examination from the Perspective of a Western China Program Volunteer, featured Wen Biao, a 2020 Public Art graduate and an Outstanding Volunteer in the University Student Volunteer Service Program for Western China. Drawing on his student leadership, community service and examination preparation experience, Wen discussed the volunteer program, written and interview preparation, and ways that grassroots experience can inform responses in the civil service examination.

His presentation had four sections. First, he explained the Western China Program and selection requirements for grassroots posts and encouraged students to plan early. Second, he discussed preparation for the Administrative Professional Ability Test and the written policy-analysis and essay examination, including practice and regular review. Third, he outlined interview approaches and explained how experience in community visits, mediation and policy communication can add substance to answers on rural revitalization and grassroots governance. Fourth, he encouraged students to take part in community-based work whether or not they planned to enter the civil service. He then answered questions about the Western China Program and examination schedules.

The event gave students practical information about community service and public-sector career preparation. Participants said Wen's experience provided a useful example of professional development through public service.
As a student, he served as a student deputy secretary of the college Youth League Committee and developed experience in communication, coordination, official writing and community work.
After graduation, Wen joined the University Student Volunteer Service Program for Western China and served for one year as a township discipline inspection officer in Zhangjiachuan Hui Autonomous County, Tianshui, Gansu Province. He was named an Outstanding Volunteer for 2024-2025. After completing his service, he passed the Shanxi provincial civil service examination and joined a market regulation administration in Shanxi Province.
